Cahuana L.M.C.; Vargas F.T.C.; Cansaya S.O.; Castro T.G.M. · Universidad y Sociedad (2022)

Resumen

The performance of local governments and especially the central government has been the subject of reflections, policy trea-tises and public administration. The present study is carried out with the objective of analyzing how social insecurity affects public security within the current context of Peruvian society, which can affect the social contract, governability, governance and the legitimacy of the state in its governmental functions. The quantitative paradigm articulated with the qualitative one with a non-experimental design with a descriptive approach was used. A survey was designed that was applied transversally to a probabilistic sample of 191 Peruvian citizens. The results highlight that public protest, a state of passivity and mistrust are the most frequent actions against public insecurity and its effects. The participation of the State to counteract social conflicts with implications that can lead to the breach of the social contract is indifferent. In the relationship between the tools with which the State manages social conflicts and the relationship between the State and the citizen, the imposition of force and the relationship of distrust stand out.
