León G.; Cavero E.A.L.; Vega F.C.; Ñaño Y.L.C.; Isabel S. · Revista de Ciencias Sociales (2022) · DOI: 10.31876/rcs.v28i.38160

Resumen

The balanced scorecard applied as a method of evaluation of public and private organizations, is adjusted to a competitive landscape in which the quality of urban life constitutes an essential factor towards the promotion of local development. The objective of this article is to analyze the balanced scorecard and urban quality of life, as a strategy that promotes development in the Chimbote and Nuevo Chimbote municipalities of the Department of Áncash-Peru, during the years 2020 and 2021. A type of descriptive research, with a non-experimental, field design, using the survey technique systematizing the information collected. The results show that the balanced scorecard is an evaluation method for organizations supported by strategic planning; the quality of urban life is promoted from the public policies of the municipalities; the balanced scorecard links the management strategy defined from clients, internal processes, finance, learning and growth that, with a systemic and contextual vision, manage to support local development. It is concluded that this development strategy has weaknesses to generate organizational and process innovation, demanding training in organizational innovation for management personnel and updating of work teams.
