Quispe Llanos R.J.; Chung Alva V.M.; Caparó Coronado R.J.; Macavilca Tello B. · Proceedings of the 2024 IEEE 4th International Conference on Advanced Learning Technologies for Education and Research, ICALTER 2024 (2024) · DOI: 10.1109/icalter65499.2024.10819201

Resumen

This article evaluates the effectiveness of social programs aimed at reducing poverty in the Peruvian context from 2012 to 2021. When examining the social spending of 'JUNTOS', a clear relationship was found between investment and improvement in well-being indicators of the population served. When analyzing how the program was targeted, it was discovered that 'JUNTOS' efficiently directed its benefits towards rural areas and lower-income households, contributing significantly to the reduction of poverty in its different manifestations. However, the arrival of the COVID-19 pandemic posed significant challenges for the program. Despite the difficulties, 'JUNTOS' maintained its effectiveness, although it encountered additional challenges related to the health situation and the 2021 general elections. In order of effectiveness and efficiency, Pensión 65 and Trabaja Perú target their beneficiaries in smaller population centers with up to 20,000 inhabitants. However, they are not efficient when considering family per capita income. On the other hand, Jóvenes a la obra and Impulsa Perú are the least efficient.
