Analysis of the effectiveness of Peruvian public policy for COVID-19 containment and economic reactivation

Reyna-Motta D.M.; Coronado-Díaz M.A.; Vargas-Salazar I.Y. · Politica y Sociedad (2026) · DOI: 10.5209/poso.100407

Resumen

Peru has experienced one of the greatest health and economic crises of all time since the arrival of COVID-19 in March 2020, having arranged the implementation of measures to mitigate the effects of the coronavirus, which were established in two stages: containment and economic reactivation. The objective of this article is to evaluate the effectiveness of public policies implemented for the containment of COVID-19 and economic reactivation of Peru. The methodology was mixed, with an analytical and descriptive design based on bibliographic and documentary research, exploring indexed databases, specialized literature, information available on government platforms, and statistical analysis of budget execution during the period 2020-2023. The results show serious public management deficiencies that include low levels of budget execution where execution in investment projects to contain infections only reached 76.3%, leaving a balance of 23.7% unused, evidencing the lack of capacity to implement immediate responses against the spread. In conclusion, the implemented measures have only been partially effective due to administrative obstacles, difficulties in identifying vulnerable populations, and corruption. Based on this experience, it is necessary to strengthen healthcare services, equipment, furnishings, and infrastructure to ensure preparedness for a new health crisis that poses a threat to life.
