Resumen

This data-driven research presents a comprehensive analysis of Peru's Athlete Support Program (PAD) from 2013 to 2025, leveraging a dataset of 68,938 records and 1,970 unique athletes. Developed using Python (Pandas, Matplotlib, and Geopandas), the study evaluates the efficiency and equity of over S/ 98.47 million in state funding. The analysis reveals critical structural challenges, including a significant gender gap with 68.2% male participation and a high geographic centralization in Lima. While the PAD demonstrates institutional continuity, the findings highlight an asymmetrical distribution where the median monthly grant of S/ 1,000 sits well below the S/ 1,428 average. Furthermore, the study identifies a high concentration of resources in specific disciplines like Athletics, Badminton, and Karate. These results serve as a strategic roadmap for policymakers to implement gender equity, decentralize regional talent support, and optimize transparency in Peru's high-performance sports ecosystem.
