Resumen
The research addresses the inaccessibility of drinking water as a legal and social problem that violates fundamental rights, basically, attributed to failures in the administration and management of public policies. This human right, constitutionally and internationally protected, faces documentary operational barriers that limit its effectiveness, particularly in the Provincial Municipality of Junín during the years 2022 and 2023. Therefore, the study aims to analyze how this municipality guarantees access to drinking water through the operationalization of public policies projected to these deficiencies. It was carried out with a qualitative, descriptive and socio-legal approach, analyzing the representations on the right to water and its performance in public policies. The results showed a restricted and fragmented regulatory compliance with the water resource, as well as failures in its implementation, generating its inaccessibility in the district of Junín. It is concluded that public management, through public policies, is the most effective mechanism to face this problem, promoting sustainable solutions that overcome current barriers and ensure the protection of the right to drinking water according to national and international regulatory standards.
